Position Summary:
Reporting to the Senior Manager, Financial Services, the Manager of Financial Planning, Budgeting & Reporting is a member of the Financial Services leadership team and contributes to the development of goals for the department and organization. Reporting to the Senior Manager, Financial Services, this position leads the planning, development and management of the organization’s capital and operating budget process, including internal financial reporting, and the development, implementation and monitoring of a financial planning model. In carrying out these responsibilities, this position provides strategic foresight and perspective to council and administration on the effective implementation of the corporate financial strategy.
Duties will include but are not limited to:
Leadership

- Lead the finance team in developing, implementing and improving processes, standards, policies, business plans and strategies
Operational Responsibilities
- Design and implement systems and processes for multi-year budgeting and financial planning
- Understand the organization's departments, services and budget revenue and expenditures
- Support the strategic financial planning and development process by implementing and monitoring a long-term financial plan
- Track and manages revenue and expenses within approved departmental operating and capital budgets
- Work with managers to explore and pursue new revenue generation, alternative funding sources and cost-containment initiatives
- Help managers with developing and preparing business case analyses for operating budget service requests and new budget initiatives
- Help managers with developing and preparing business case analyses for capital budget requests
- Assists all teams with identifying and implementing initiatives to eliminate or improve non-productive or low-productivity operational areas
- Evaluate financial and operational performance of programs and services.
- Help department managers to set and achieve performance benchmarks and measures.
- Forecast and projects financial trends and performance measures.
- Oversee the internal financial reporting requirements of the organization, including the monthly reporting for Administration and the quarterly financial reporting to Council
- Coordinate with the Manager of Financial Services to ensure that financial data is reviewed, balanced, analyzed and that corrections are made as required
- Perform other duties and special projects as assigned
Successful applicants will demonstrate on their resume:
- Post-secondary degree or diploma in finance, accounting, or commerce
- Canadian Accounting Designation is required (CPA,)
- Five to ten years of progressive experience in a public sector setting, preferably in Municipal Government
- Municipal Government experience and an understanding of municipal accounting, property assessment, and reporting guidelines is preferred
- Possess excellent attention to detail, strong prioritization skills, and the ability to troubleshoot and problem solve
- Comprehensive knowledge of accounting information systems
- Strong Microsoft Excel skills and proficient in Microsoft Office
Our Interview questions are intended to assess the following behaviours:
- Solid understanding of annual budgets, forecasting, financial reporting, full cost recovery concepts, and long-term planning principles
- Ability to keep informed of new trends, developments, legislation, and regulations impacting the financial activities of the municipality
- Ability to perform at a managerial level including effective supervisory, coaching, mentoring, and human resource management
- Ability to allocate own time and resources to ensure priorities are ranked and optimum productivity is achieved
- Ability to exercise good judgment and work collaboratively to start and complete tasks
- Display strong communication and public relations skills with peers, employees and the with the public
- Demonstrated ability to show initiative and work independently with minimal supervision
