If you are planning on attending a Regular Council Meeting as a delegation you need to submit a summary in writing briefing Council about what it is that you will be presenting. This must be submitted to the Manager of Legislative Services by noon the Wednesday before a Regular Council Meeting with the exception of Christmas holidays in which case you must give yourself 2 weeks before the first meeting in January.
