Held once a year in the Fall, this is where Council sets all the planned meeting dates and times for the coming year, they will also use this time to align on things like seating arrangements and Board and Committee appointments.
Town Council
Strathmore Town Council is made up of one (1) Mayor and six (6) Councillors. Together they make the (often tough!) decisions that can impact the whole community. Council’s job is to further enhance the quality of life for all Strathmore residents, and shape the Town into a place you can be proud to call home.
Strathmore Town Council Meetings start at 6:00 p.m. in Council Chambers, located in the Strathmore Municipal Building, 1 Parklane Drive.

What is the difference between the types of meetings?
These meetings are scheduled in advance and are where decisions may be made. Bylaws can be voted on during these meetings.
Committee of the Whole Meetings
These meetings are where Council may discuss and debate items with no formal resolutions.
Usually called and scheduled when there is a time-sensitive matter that needs to be discussed outside of a regularly scheduled meeting.
These meetings are not broadcast or open to the public. Council will go behind closed doors to discuss confidential items, according to the Access to Information Act (ATIA) and the Protection of Privacy Act (POPA).
Please note: While meetings generally start at 6:00 p.m., they may begin with Closed Meeting agenda items before moving to a Public portion, this may last as long as necessary for Council to finish the business. Members of the public may come and go as they please but are asked to do so quietly so as not to disturb the discussion.
Public Participation at Meetings
Hearing from the community is important to Council and helps in making decisions, so don’t be shy, you are actively encouraged to get involved. Here’s what you need to know about the various ways to participate:
You're welcome at any Council or Committee of the Whole meeting. You do not need to call ahead or register to observe Strathmore Council in action. There is ample public seating and additional standing room if needed.

Public Hearings (Opportunity to voice opinions on specific proposals)
A Public Hearing is an official meeting where members of Council, and the public, hear facts about a proposal (i.e. bylaw amendments, new developments etc.) and are given the opportunity to voice opinions.
- This is the public’s time to let Council know their thoughts. As per Council Procedure Bylaw No. 23-17, Section 12.12, no person shall address Council regarding a matter that has been the subject of a Public Hearing following the conclusion of the Public Hearing.
Upcoming Public Hearings are Advertised in the Strathmore Times and published to the Town of Strathmore website at the following link.
Those deemed to be adjacent landowners will receive notice of a Public Hearing via Canada Post.
Public Hearings for the Town of Strathmore are scheduled as a part of a Council Meeting, and held in Council Chambers; located at the Town Office, 1 Parklane Drive, Strathmore, AB.
- Please note the start time of a Public Hearing on the Notice of Public Hearing, as times may be subject to change.
- If attending, we recommend arriving 15 minutes early.

Decisions:
Once the Public Hearing has concluded, Council will be scheduled to further discuss bylaws later in the same evening. They may, or may not, make a decision at that time.
Participating in a Public Hearing:
Any person or group of persons, or person acting on someone’s behalf, who claims to be affected may present suggestions or concerns by making a submission to the Public Hearing. Those wishing to participate in the Public Hearing may do so by providing a written submission and/or registering to speak. Participants may attend in person or contact Legislative Services to discuss virtual attendance options.
Delegations (Bringing new ideas or concerns in front of Council)
Not all matters considered at Council meetings are Public Hearings, as the Municipal Government Act only requires Public Hearings to be held on certain matters.
Delegations are a great way to bring new items that are not on an upcoming agenda to Council’s attention. Delegations may speak at Regular Council or Committee of the Whole Meetings. Typically, these meetings are held on the first, second and third Wednesday of each month.
- Delegations are given up to 10 minutes to present on items that do not pertain to any undecided matter that has or will be the subject of a Public Hearing.
- Requests will be considered if the person has not addressed Council on the same matter within the previous six (6) months.
- Delegations are limited to two per meeting, please contact Legislative Services at LSAdmin@strathmore.ca to discuss availability. As per Council Procedure Bylaw No. 23-17, Section 27.3, “No more than two (2) Delegations shall be included on any single Agenda unless approved by the Mayor”.

Administration can then look at your request and schedule you with a time to speak at a future meeting.
Public Comments (Commenting on a scheduled Agenda item)
If there is an item that Council is set to consider, members of the public are welcome to provide written submissions prior to the meeting, or comments in person, or virtually, during the Council meeting. Each person who wishes to speak will be given 5 minutes to address Council.

Should you wish to provide public comments virtually or in writing, please fill out the Request to Speak at a Council Meeting form and submit it to: LSAdmin@strathmore.ca by the end of the day on the Sunday before the Council meeting.
In order to ensure procedural fairness, Council requests that the public refrain from speaking on items that have been or will be heard through a public hearing process.
If you forget or are unable to register on the signup sheet in advance, you may still be provided an opportunity to speak during a Council Meeting. Please check-in with staff upon arrival to discuss.
What you need to know when speaking to Council
The Town's Legislative Services team can provide you with guidance on the ins and outs of what to expect when addressing Council. Whether it's registering to speak or providing written comments here are some tips on what to expect:
Written submissions for Public Hearings
- Please ensure that written submissions are received seven (7) days prior to the hearing, so that the contents may be provided to Council, and published, prior to the hearing.
- Written material submitted for the hearing becomes public record and will be placed into the Public Agenda Package. Submissions will be available to view on the Town's website, in the applicable meeting agenda, the Friday before a Public Hearing.
- Council reads the written submissions prior to the hearing; written submissions are not read out loud during the hearing.
- Written comments may be provided by the following methods:

- Please include your name, address and email and/or telephone number. (Only your name will be made public, contact information will be used for verification and communications regarding the Hearing/submission only.)
- Anonymous public hearing submissions, or submissions without an address and alternate form of contact, will not be accepted or considered.
- Please label all written submissions with the topic and date of the hearing (ex. Bylaw No. 25-00, May 7, 2025).
- In your statement, please indicate your position as in support, in opposition, or in concern.
- If you do not indicate whether you are in support, in opposition, or in concern, Staff will group your submission or presentation into the category that best fits.

Electronic attendance for Public Hearings
If you are unable to attend the Public Hearing in person, but still wish to provide verbal comments, you may do so virtually.

- Virtual presenters must ensure that their cameras and microphones are muted, except for when they are presenting.

1. You will be asked to provide final presentation materials before noon, seven (7) days prior to your scheduled meeting.
- Your presentation can be emailed to LSAdmin@strathmore.ca.
- Large files sometimes don’t come though so it can be helpful to send a separate note if emailing videos etc. so we can confirm they have been received.
2. Delegation submissions become public record and will be placed into the Public Agenda Package. Submissions will be available to view on the Town's website, in the applicable meeting agenda, the Friday before a Council Meeting.
- Only names of presenters will be made public, personal contact information will be used for verification and scheduling communications only.
3. A member of the Legislative Services team, will help to ensure the microphone is active/at the proper height.
- Legislative Services can arrange time if you would like to come before the meeting starts to familiarize yourself with the speaking space
- There is a remote that will be provided for Delegations to change slides on the screen during their presentations.
4. When it is time to speak, you will be invited up to the podium by Mayor Fule and introduced by the Manager of Legislative Services.
5. You will have up to 10 minutes to present to Council, plus additional time to answer any questions Council may have.
- There is a bell that dings at the 9-minute mark to provide you with notice of the time.
