Position Overview

The following duties are listed for the Officer - Clerk to understand the responsibilities of both roles:


  • Serves as Chief Licensing Inspector and coordinates all Taxi Permitting activities including but not limited to coordination of Taxi Inspections, Taxi Licensing, Taxi Driver Licensing, Taxi Broker Licensing and Ruling and Processing of Appeals, to ensure compliance with the Taxi Bylaw.
  • Community Liaison for education and enforcement programs such as the Smoking/ Cannabis Bylaws.
  • Participate in face to face community enforcement opportunities while on foot or pedal bike.
  • Provide Municipal Enforcement to the extent of your designation and scope as required.
  • Successfully complete physical fitness and tactical training as required.
  • Undertakes other tasks and responsibilities as required under the scope of this position.


  • Prepares, processes, reviews and disseminates correspondence and/or other types of department documentation.
  • Maintains and enters tickets within the ticket registry database.
  • In Coordination with the Communications Specialist, develops and coordinates educational programs and prepares educational materials to promote bylaw compliance.
  • In coordination with the Records Analyst, manages department records, records retention & filing.

Key Accountabilities

Municipal Enforcement Officer –The Officer will actively participate in community activities and communicate with the public and business providing education and information in a professional manner.  This position will also perform the roles and responsibilities of the Town of Strathmore Chief Licensing Inspector for Taxi licencing/inspections and Taxi Permitting. The Clerk will assist Municipal Enforcement Services with the preparation of letters, ticket registry database and other administrative duties. Call handling and assignment tasking is a critical component of this position to ensure timely response to calls. Regular use of radio communications is important for assignment tasking and while providing for Officer Welfare Checks as needed.

Required Qualifications 

Experience and Education

  • High School Diploma and some post-secondary education an asset
  • Candidates must be proficient in the Microsoft suite of tools and demonstrate a strong acumen in Word, PowerPoint and Excel.
  • A clean class 5 drivers License is required.
  • Be able to be sworn as a commissionaire of oaths
  • Criminal Record Check including vulnerable sector search
  • Related experience in legislative operations, municipal governance, records and privacy compliance, etc.).

  • High attention to detail, solid work ethic, professional and sound judgement
  • Ability to work well as a team as well as independently under tight deadlines
