Deputy Fire Chief TOS2019-12

Reporting to the Manager of Protective Services/Fire Chief this position is responsible for the leadership and delivery of Public Safety. Enforcement and application of applicable statutes including the Safety Codes Act, Alberta Fire Code as well as Municipal Bylaws and Policies relating to approved service levels of council which is critical to this role. Support of all Fire Life Safety Prevention, Protection, and Public Education programs is an expectation of the successful candidate. This position is also responsible for administration and management of Fire Services in the absence of the Fire Chief.

Key Areas of Responsibility:

Attend and/or ensure investigation of fires/incident responses and complaints as directed by the Fire Chief.

Provide leadership and direction to Fire Services personnel including the Assistant Chief of Training, Station Officers, firefighters and office Administration.

Administer and assist with development and maintenance of related bylaws.

Coordinate efficient functioning and daily routines of Fire Services personnel. Conducting performance reviews and ongoing evaluations of direct report station personnel and conduct officer development training.

Assist in development of Standard Operating Guidelines, review the allocation of operational apparatus and equipment and review training programs and fire ground operations.

Assist in the development of Fire Protection Strategic Plans.

Assist in Fire Budget and Strategic long-term Business Planning.

Administer response billings, and invoice monitoring through Executive Assistant.

Prepare reports as required or directed.

Coordinate planning of Fire response for Disaster Services plans.

  • Ability to track and monitor projects and to effectively manage time to ensure goals and objectives are met.
  • Ability to work with-in budget and review projects to determine resources required.
  • Ability to organize and utilize members and contracted agencies effectively by maintaining appropriate levels of supervision and delegation when necessary.
  • Demonstrate strong interpersonal & communication skills, work cooperatively with members, contracted agencies, town businesses and residents.
  • Represent the Town of Strathmore and the Fire Department in a professional manner.
  • Ability to effectively lead, foster and encourage a positive team environment.
  • Ability to take initiative and work independently with little guidance or direction. 
  • Develop and maintain relationships with regional co-response departments and utilize this relationship to ensure effective emergency response support between departments.
  • Provide exceptional customer service and support to internal as well as external partners and stakeholders.
  • Provide strong leadership and support for community-based programs such as Protective Services summer camps, school-based cadet programs, seniors safety education etc.

Qualifications/Education/Experience:

  • High school diploma or equivalent
  • Formal certification in fire/rescue and emergency service leadership training
  • Designation as a Safety Codes Officer in the Fire Discipline.
  • Completion of University Leadership Certification, post-secondary education in general management or equivalent will be considered an asset.
  • A minimum of 10 years’ progressively responsible emergency service leadership with a recognized Department is required combined with experience and training in Fire Suppression Command, Fire Prevention, Fire Protection Systems, Public Education, Risk Assessment and Management.
  • Demonstrated successful Administrative Leadership of an Emergency Services department is required.
  • Prior experience working in the coordination and review of Area Structure Plans and blueprints as it relates to municipal development would be an asset.
  • Proficiency in Work, Outlook, PowerPoint & Excel a definite asset
  • Valid class 5 driver’s license.

Skills Required:

  • Excellent verbal and written communication skills.
  • Basic accounting skills and familiarity with finances and budgets.
  • Excellent observation, problem-solving and decision-making skills.
  • Ability to interact well with, and respond to inquiries from employees, Management, Council and Ratepayers.
  • Able to work effectively with emergency personnel, community and business leaders.
  • Must maintain confidentiality.
  • Excellent organizational and time management skills.
  • Must be self-motivated, and able to work with minimal supervision.

Ability to interpret, implement and adhere to organizational policies and procedures.

 

 

WORKING CONDITIONS AND PHYSICAL ENVIRONMENT:

  • Extensive use of computer and telephone.
  • Long periods of sitting, good lighting, temperature and noise control.
  • Minimal physical effort; occasional light lifting.
  • May be required to attend and investigate emergency response sites with unsettling images and content.
  • Subject to working in outdoor environment.
  • Use and operation of a vehicle.
