Public Works Supervisor

Full Time – Permanent (40 Hrs/Week)

Position Overview:

Reporting to the Operations Manager, the Public Works Supervisor is responsible for coordinating all of the functions of the Public Works Department including, but not limited to, supervision, hiring, and managing the public works budget.

Key Responsibilities:

  • Organize and supervise the day-to-day operations of the Public Works Department.  Inspect Town assets to ensure proper care and maintenance and make recommendations regarding needed improvements or measures necessary to protect the Town's Infrastructure
  • Coordinate with the Public Works Lead Hand to develop work plans and schedules to ensure efficient operations of Town's resources
  • Conduct interviews, hire successful candidates, provide training and evaluations on all Public Works positions
  • Recommend and manage the Public Works operating and capital budget in consultation with the Manager of Operations.  Contract and tender work for the Public Works Department.  Maintain  records and prepare written reports, job cost estimates, and budget information
  • Monitor all spring and fall Town asset start-up/shutdown procedures
  • Provide training and coaching for new and existing operators
  • Ensure adherence to the Town of Strathmore and Operations Department Policy and Procedures
  • Ensure all Public Works staff are trained and experienced to be able to carry out required tasks in a productive and safe manner.  Identify and recommend staff training to the Manager of Operations.
  • Consult with the Strathmore Agricultural Society, WID, EPCOR, and other outside agencies on tasks and services provided by the Town of Strathmore
  • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to maintain and manage the Public Works Department
  • Responsible for Health and Safety program within the Public Works Department, including the development of Town safe work practices and procedures.  Investigate incidents and accidents, prepare/submit reports to the Manager of Operations
  • Participate in Town development plan reviews and Final Acceptance Construction inspections, as required
  • Liaise with the Communications Department to keep Public Works Department information current on the Town of Strathmore website
  • Respond to citizen complaints and/or concerns relating to the Public Works Department, as required

Required Education, Skills, and Experience:

  • 5 years of related supervisory experience in skilled operations maintenance with at least 3 years at a second line supervisory/foreman level, preferably in a municipal environment
  • Valid Alberta Class 3Q Driver's Licence and acceptable driving record
  • Must have experience operating a variety of heavy-duty equipment such as motor graders, loaders, excavators and snow plows.  Experience with hydrovacs, skid steers, crack sealer units, hot boxes (pothole repairs) and street sweepers will also be considered an asset
  • Technical diploma or equivalent
  • Standard First Aid CPR & AED Level C (Or ability to obtain in first 3 months at your cost)
  • WHMIS and TDG certification will be considered an asset
  • Familiarity with Commercial Vehicle Safety Compliance Regulations will be considered an asset
  • Ongoing professional development in relevant field
  • Strong communication skills, both written and verbal
  • Advanced problem-solving skills
  • Proficient in Microsoft Office Suite
  • Clear understanding and working knowledge of Occupational Health and Safety legislation
  • Experience in Capital and Public Works maintenance planning
  • Knowledge of budget planning process
  • Strong oral, written and interpersonal skills
  • Ability to multi-task, prioritize and adhere to deadlines
  • Ability to establish and maintain quality public relations

Working Conditions:

  • This position requires standing, sitting, and lifting up to 50 lbs, and working outdoors in extreme weather conditions
  • Driving is a requirement of the position
  • The successful candidate will be required to provide his/her own CSA-approved steel toed boots
  • Prior to beginning work, the successful candidate will be required to provide a current Driver’s Abstract and consent to disclosure of a Criminal Record Check
  • References from recent employers will be required as part of the recruitment process
