Position Summary

Reporting to the Director, Community and Protective Services, the Fire Chief is responsible for providing leadership, vision, and strategic guidance for the Strathmore Fire Department (SFD). The Fire Chief will lead delivery of Fire and Rescue Services, enforcement and application of provincial statutes including the Safety Codes Act, Alberta Fire Code as well as Municipal Bylaws and Policies to approved service levels as defined by the Town of Strathmore. The incumbent will support all Fire Life Safety Prevention, Protection, and Public Education programs. The position is also responsible for the administration and management of all Fire Services and collaborative mutual aid agreements.

Key Deliverables:

  • Overall performance of the Strathmore Fire Department in accordance with all Town of Strathmore bylaws, policies and procedures and applicable provincial legislation
  • Attend and/or ensure investigation of all fire calls/incident responses and complaints
  • Manage the development and implementation of fire related bylaws and policies in collaboration with local, regional, and provincial stakeholders
  • Develop and implement Standard Operating Guidelines
  • Ensure that the Fire Department is equipped with all operational apparatus and equipment in good order
  • Review, revise and implement training programs for all Fire Department members
  • Develop and implement Fire Protection Strategic Plans
  • Develop Annual and Multi-year Fire Budgets and Strategic Business Plans
  • Coordinate the planning and implementation of Fire responses to Disaster Services plans.
  • Ensure the efficient and responsible management of all Fire Department resources
  • Demonstrate professional, strong, and cooperative interpersonal and communication skills, while working closely with all staff, citizens, stakeholders, and community partners  
  • As the Director of Emergency Management coordinate the development and evolution of emergency management plans, protocols, and supporting tools
  • Support day to day Operations. Attend fire calls as needed and assume an Incident Command role when requested or required
  • Coach and Mentor other Fire Officers within the Fire Department

 Required Education, Skills and Experience:

  • A minimum of 10 years’ progressively responsible Fire Service leadership with a recognized Fire Department combined with experience and training in Fire Suppression Command, Fire Legislation, codes and procedures, Fire Protection Systems, Public Education, Risk Assessment and Management.
  • Post-secondary diploma or degree would be an asset
  • Designation as a Fire Safety Codes Officer or ability to obtain.
  • Ability to be appointed as Director of Emergency Management (DEM) under current Alberta legislative requirements
  • NFPA 472 / 1072, NFPA 1001 Level II, NFPA 1002, NFPA 1021 Level II, NFPA 1041 Level II training
  • Completion or equivalency:  NFPA 1033
  • Completion of Incident Command System (ICS) 300.  ICS 400 is an asset
  • Certification in fire service leadership or ability to attain would be an asset
  • Accounting skills and familiarity with municipal purchasing and budget procedures
  • Ability to interpret, implement and adhere to the Town’s policies and procedures
  • Proficiency in Outlook, Word, PowerPoint & Excel
  • Strong leadership skills, the ability to manage change, conflict, and influence others.
  • Excellent verbal and written communication skills
  • Excellent observation, problem-solving and decision-making skills
  • Exceptional organizational and time management skills

 Working Conditions:

  • Extensive use of varied computer and communications systems
  • Potential for long periods of sitting and standing in varied lighting, temperature, and noise conditions
  • Physically and emotionally fit
  • Required to lead and investigate emergency response sites with unsettling images and content
  • Subject to work in outdoor work environment with varied and changing conditions
  • Ideally the successful candidate should reside within the community or within close proximity for response capabilities

 Prior to beginning work, the successful candidate will be required to provide a current driver’s abstract and the successful completion of a Criminal Record Check.  References from recent employers will be required as part of the recruitment process.

 Compensation: The Town of Strathmore total compensation package includes a competitive salary, a comprehensive benefit package and participation in LAPP.
