Bid opportunities are subject to legislated requirements such as the Agreement on Internal Trade (AIT) and the New West Partnership Agreement (NWPTA), formerly the Trade, Investment and Labour Mobility Agreement (TILMA) and the Strathmore's Procurement Policy.
The Town of Strathmore awards contracts based on bids that provide the best value for each dollar spent. Evaluation criteria and methods may differ based on the type of bid document and project requirements; they are identified in each bid document.
In general, award criteria are heavily weighted to price. As such, contracts are usually awarded to the vendor with the lowest compliant bid, in accordance with Canadian tender law. Contracts that result from other bid opportunities may rely more on satisfying other requirements than price alone.
