Council Meeting Highlights - October 2, 2024

Meeting Date: October 2, 2024. 

In attendance: Mayor Fule, Councillor Langmaid, Councillor Peterson, Councillor Wegener, and Deputy Mayor Wiley. 

Public Hearing  

A Public Hearing was held for the Intermunicipal Development Plan, Bylaw No. 24-15. This is a bylaw to adopt the Town of Strathmore and Wheatland County’s Intermunicipal Development Plan. 

Background: Strathmore withdrew its membership from the Calgary Metropolitan Region Board (CMRB) in March of 2022. Consequently, section 631(1) of the Municipal Government Act was triggered, requiring the Town to develop an Intermunicipal Development Plan (IDP) with Wheatland County, which also withdrew its membership from the CMRB. This Intermunicipal Development Plan demonstrates Council’s commitment to synergistic partnerships. While the IDP also aims to aid Strathmore in leveraging its relationship with Wheatland County to attract and support future investment, and to create a sustainable community for citizens. 

Following the Public Hearing, Council gave first reading to Bylaw No 24-15, being the Bylaw to adopt Strathmore and Wheatland County’s Intermunicipal Development Plan. The Plan is currently scheduled to come back to Council again on October 16, 2024.  

Bylaws 

8.2East Pine Road Closure Bylaw No. 23-11 

  • Council gave 2nd and 3rd reading to the Bylaw, allowing for Administration to proceed with closure of the road and registration through Alberta Land Titles. The roadway is not required for development access as future connections will be constructed, and as such, a closure is considered an overall benefit to the community, with options for beautification in the area. 

8.3        Offsite Levy Bylaw No. 24-17 

  • Council gave 1st reading to the Bylaw and directed Administration to schedule a Public Hearing for November 6, 2024 at 7:00 p.m. in Council Chambers. 

Business 

9.1   Gas Franchise Fee Advertising Requirement 

  • A new ATCO gas Franchise Fee advertisement will be published in the Strathmore Times for a two-week period, beginning in October 2025. The advertisement must be posted no later than November 15, 2024.  

9.2   2024 Capital Budget Amendment – Municipal Enforcement Patrol Vehicle 

  • Council approved the transfer of $60,000 from the Capital Fire Reserve to support the purchases of an Incident Command vehicle and a previously owned Municipal Enforcement patrol vehicle.

Closed Meeting 

Council ended the night with a Closed Meeting where they discussed a request from the Wheatland Housing Management Body (WHMB) and an Advocacy Item from the Province.
