Council adopted the minutes from the October 16, 2024 Regular Council Meeting and the October 23, 2024 Organizational Meeting.
Bylaws
9.1 Offsite Levy Bylaw No. 24-17
- The Town of Strathmore regularly updates its Offsite Levy Bylaw to reflect new fee structures and payment of Offsite Levies in respect of land that is to be developed or subdivided. These Offsite Levies pay for the capital cost of infrastructure required to service the growth of the Town.
- Council adopted Bylaw No. 24-17 following the Public Hearing.
9.2 2025 Fees Bylaw No. 24-25
- A rate bylaw gives Council a framework to ensure fair and equitable charges to residents. By reviewing it on an annual basis, it also ensures financial sustainability of the Town.
- Council gave First and Second Reading to the 2025 Fees Bylaw No. 24-25 and the bylaw will return to the November 13, 2024 Committee of the Whole for further discussion.
Business
10.1 2025 Proposed Operating & Capital Budget
- Council received their first look at the 2025. The proposed 2025 Operating & Capital budget has been built to support and enable Council's six strategic priorities.
- Administration is scheduled to bring the 2025 Final Operating and Capital Budget for Council adoption on December 4, 2024.
10.2 Town of Strathmore and Wheatland County Intermunicipal Collaboration Framework (ICF)
- The Intermunicipal Collaboration Framework with Wheatland County identifies areas of service that can be provided to residents in a shared manner.
- The agreement will be signed for a term of seven years from January 1, 2025 to December 31, 2031.
10.3 World Town Planning Day Proclamation
- Every year on November 8th, planners and communities all over the world come together to celebrate how good planning creates great places to live, work, and play together. 2024 marks the 75th annual World Town Planning Day. This proclamation celebrates the Town's Planning Department, a department who works quickly to turnaround permit applications, helping to boost economic development and Affordable Housing in Strathmore.
- Mayor Fule Proclaimed November 8, 2024 World Planning Day in the Town of Strathmore.
10.4 Northern and Regional Economic Development Program Grant
- The Northern and Regional Economic Development (NRED) Program funds initiatives led by Alberta municipalities, Indigenous communities and non-profit organizations that promote regional economic development and diversification.
- The Town is seeking to apply for a Grant being offered by NRED and required approval by Council in order to do so.
- In order to apply for the Grant, the Town must demonstrate secured or committed matching funding at the time of the application.
- If successful, the NRED grant would match 50% of the Town's cash contributions to increase investment readiness and regional attractiveness for private investment by supporting:
- an investment attraction marketing campaign
- a website redesign (focused on investment attraction)
- the establishment of an Economic Development Officer position (funding capped at $12,500)
- the implementation of the EDAP
