Council Meeting Highlights - May 14, 2025

Special Council Meeting and Committee of the Whole

Council started the evening with a Special Council Meeting, where they went In-Camera to discuss a Letter of Intent, and subsequently adopted the report recommendations, with the contents to remain confidential under Freedom of Information and Privacy Act S. 24(1)(a).  The Special Council Meeting was adjourned and Deputy Mayor Mitzner opened the Committee of the Whole Meeting.

Council adopted the minutes from the April 9, 2025 Committee of the Whole.

Business

2024 Recreation and Cultural Needs Assessment

• Council discussed the findings presented in the Recreation and Cultural Needs Assessment and discussed what items they wished to prioritize/add for further exploration.

Debt Management Policy No. 1821

• The Debt Management Policy was developed to help support the long-term asset management of critical municipal infrastructure. The policy also assists Council in strategically planning for future new community facilities and services.
• Council directed Administration bring this policy back to the May 21, 2025 Regular Council Meeting for possible adoption.

Budget Policy No. 1809

• The updated policy that was presented provides a framework for a budget procedure that recognizes MGA requirements, long-term and departmental master plans. This policy recognizes that budgets are estimates made in advance for a period for which they apply, and that amendments are necessary due to changing circumstances.
• This update removes the ability of Administration to make budget amendments without the approval of Council.
• Council directed Administration bring this policy back, with some changes, to the May 21, 2025 Regular Council Meeting for possible adoption.
