Council adopted the minutes from the December 11, 2024 Regular Council Meeting and the January 15, 2025 Special Council Meeting.

Council held a Closed Meeting to discuss:
3.1 Board and Committee Appointment – Disclosure harmful to personal privacy – FOIP S. 17(1)
3.2 Medical Services – Advice from officials – FOIP S.24 (1)(a)
3.3 Council CAO Dialogue – Advice from officials – FOIP S.24 (1)(b)(i)
Following the In-camera session Council made three resolutions:

To appoint Cheri Royal to the Family & Community Support Services Advisory Board for a term of three (3) years; and

To direct Administration to undertake a legal feasibility assessment of creating a Physician Incentive Program, to attract physicians to Strathmore.
- To direct Administration to draft a letter to the Honourable Mike Ellis, Deputy Premier of Alberta and Minister of Public Safety and Emergency Services, requesting exemption from establishing a Regional Policing Committee in favour of establishing a Municipal Policing Committee.
Business
9.1 Geographic Information Systems (GIS) – 2025 Public Web Map Launch and Economic Development Dashboards

The Information Systems team presented Council with a look at several new user-friendly, web-based tools they are developing –including a Property Search App to allow users to search for properties in Town by various criteria, including address, tax roll number, or by zooming in on the interactive map. This platform is designed to empower users by providing property information, such as lot size, garbage collection days, and assessment summaries, all without the need to contact town staff. When launched, the app will be accessible online 24 hours a day, seven days a week, ensuring that information is readily available whenever it is needed.
9.2 2025 FCSS Advisory Board – Family & Community Support Services Grant Program

Council approved the funding for local community groups through the FCSS Advisory Board - 2025 Family & Community Support Services Grant Program and the Calgary United Way.
Bylaws
10.1 2025 Operating Expenditures Line of Credit Borrowing Bylaw No. 25-01

Council adopted the 2025 Operating Expenditures Line of Credit Borrowing Bylaw.

This is an annual bylaw that allows the Town to gain access to a line of credit in the event additional funds are needed prior to all property taxes being paid on July 1.
10.2 2025 Supplementary Assessment Bylaw No. 25-02

Council adopted the2025 Supplementary Assessment Bylaw.

Section 313(1) of the Municipal Government Act (the "Act") allows a Council to pass a bylaw authorizing supplementary assessments to be prepared for the purpose of imposing a tax under Part 10 of the Act in the same year. A municipality may pass a bylaw that allows it to assess improvements added to land after the December 31 condition date and collect property taxes on them for a portion of the current tax year. The Assessor for the municipality must determine the value of the new improvements added since December 31 of the previous year based on Section 314 of the Act.
10.3 2025 Water Reservoir Borrowing Bylaw No. 25-03
